Section 56-1-125 of the South Carolina Code of Laws requires a male citizen or immigrant who is less than 26 years of age to register for the United States Selective Service when applying to the Department of Motor Vehicles for the issuance of a credential.

SELECTIVE SERVICE REQUIREMENTS

By South Carolina (Section 56-1-125) and Federal law, effective June 28, 2004 if you are a male United States citizen or immigrant who is less than twenty-six years, the South Carolina Department of Motor Vehicles must send your Name, Address,

Date of Birth, Sex, Social Security Number, and Date of Application to the U.S. Selective Service under certain conditions when you apply to DMV for any type of beginner’s permit, driver’s license, or identification card.

Males under the age of eighteen:

Applicants who are 13 - 17 years of age must have a parent or legal guardian sign the supplemental application Form 447-SEL indicating they have been informed that when the applicant reaches the age of 18, the department will forward the applicant’s information to the United States Selective Service UNLESS he physically surrenders ALL beginner’s permit, driver’s license, and

identification cards issued by SC to the Department of Motor Vehicles prior to his 18th birthday.

Males eighteen to twenty-five years old:

By submitting the application (Form 447-SEL) you are giving your consent to have your information sent to the U.S. Selective

Service by the South Carolina Department of Motor Vehicles. If you fail to give your consent, your application for beginner’s permit, driver’s license, or identification card application must be denied by law. If you are 18 when you apply for a credential, or

once you turn 18, DMV will send your information to Selective Service. Selective Service will then send you a Selective Service Registration Card, if you have not already received one. What if I do not consent to being registered with Selective Service?

If you are 18 - 26 years old, DMV is not permitted to issue you a driving credential or ID under SC law. If you are 13-17 years old, you may be issued a credential; however, you will need to physically surrender to SCDMV any SC ID or driving credential in your possession BEFORE YOUR 18TH BIRTHDAY, or your information will be sent to Selective Service when you turn 18.

I’ve already registered with Selective Service. Does this policy still apply to me?

register you again. DMV will keep track of the applicants whose information was sent to Selective Service, and will not send the information more than once.
