APPLICATION FOR MARINE REGATTA PERMIT
NOTE: A REGATTA is an organized water event of limited duration, which is conducted according to pre- arranged schedule and in which general public interest is manifested (section 34 of the NYS Navigation Law). This application shall be used for individuals or organizations wishing to conduct a Regatta on navigable waters within the Adirondack or Catskill Parks. The NYS Office of Parks, Recreation and Historic Preservation handles permit applications for waters outside these areas.

Instructions
1.Complete all applicable sections listed. It is requested that a typewriter or black ink be used in filling out this form.
2.Attach accurate section of chart, or a SCALE DRAWING (Attachment B) of waterway upon which proposed event is to be held, indicating the boundaries of the Regatta area, the various courses, areas to be used for official boats, starting and finishing lines, launching pits, area to be used for spectator craft, how various areas are marked, location of officials’ stand, etc.
3.Submit the application and drawing to the local County Sheriff’s office or other interested Law Enforcement Agency operating a marine patrol on this particular body of water. They shall sign the drawing where indicated and complete the LETTER OF NO OBJECTION (Attachment A) indicating that they have been notified and that there are no objections to holding this event. Please use the attached form for this task.
4.Applications MUST be submitted at least 15 days prior to the date of the event. If special local regulations are required, the application MUST be submitted at least 30 days prior to the start of the event to allow proper clearance to be obtained from other New York State or Federal agencies. Send the application, drawing, and Letter of No Objection to the address above. Also enclose a check, or money order, made payable to the Department of Environmental Conservation in the amount of $15.00 for each application submitted. Do NOT Send Cash. This fee is to cover the insurance premium for the New York State Regatta Insurance Policy, which protects the State of New York ONLY.
5.Persons listed as Special Navigation Inspectors ARE REQUIRED to be familiar with all provisions of the New York State Navigation Law. It shall be the duty of Special Navigation Inspectors to require that every safety precaution is taken and to enforce the provisions of the New York State Navigation Law during the Regatta. The
6.The person in charge of the Regatta shall be responsible for properly completing the “Special Navigation Inspectors’ Joint Report” contained on the reverse of the Regatta Permit and returning same to the Bureau of Forest Preserve Management, WITHIN 48 HOURS after completion of the Regatta for our files and possible future reference. Failure to submit this report may result in the denial of future permits.
7.In the event of an accident, or accidents, the person in charge of the Regatta shall file a report in accordance with Section 47 of the New York State Navigation Law.
8.Additional application forms may be obtained by mail, phone or off the Department’s website. Make sure a separate form is used for each Regatta to be held. Applications covering the entire season may be submitted at one time, if desired, PROVIDED a check, or money order is also submitted for the total number of Regattas to be held. Scheduled weekend sailing events, predicted log races, etc. may be considered as one Regatta FOR EACH MONTH DESIRED for application purposes.
