The NCVEC Quick-Form 605 plays a crucial role in the process of obtaining, renewing, or modifying an amateur radio operator/primary station license. Designed for convenience and efficiency, this form is essential for individuals or entities such as clubs or military recreation groups looking to interact with the amateur radio licensing system. Applicants can specify a range of modifications or actions, from name and address changes to license upgrades. With sections dedicated to both the applicant and the administering Volunteer Examiners (VEs), the form ensures all necessary information is accurately captured and declarations made concerning compliance with regulatory requirements. Importantly, it emphasizes the adherence to radiofrequency radiation safety regulations and the acknowledgment that no specific frequency rights are claimed. Key to navigating the licensing pathway, the form stipulates that it is not to be sent to the FCC, as it is meant for Volunteer Examiner Coordinator (VEC) use only. This underscores the structured yet decentralized approach to amateur radio licensing, highlighting the roles of VEs and VECs in maintaining the integrity and accessibility of the amateur radio service.

INSTRUCTIONS FOR COMPLETING APPLICATION FORM NCVEC FORM 605
AMATEUR RADIO LICENSE LEVELS & REQUIREMENTS
As of April 15, 2000, you may be examined on only three classes of operator licenses, each authorizing varying levels of privileges. Currently there are three license classes, Technician, General and Extra. The Federal Communications Commission (FCC) grants these licenses.
Technician Class License
EXAM:
PRIVILEGES: All VHF/UHF amateur bands (frequencies above 30 MHz) and certain HF frequencies on the 80, 40, and 15 meter bands using CW, and on the 10 meter band using CW, voice, and digital modes.
General Class License (upgrade from Technician) EXAM:
In addition to the Technician privileges, General Class operators are authorized to operate on any frequency in the 160, 30, 17, 12, and 10meter bands. They may also use significant segments of the 80, 40, 20, and 15meter bands.
Extra Class License (upgrade from General) EXAM:
Should you have any questions, contact one of the 14 volunteer examiner coordinator (VEC) organizations on www.ncvec.org. To contact the FCC, call
ARE WRITTEN TESTS AN FCC−LICENSE REQUIREMENT? ARE THERE EXEMPTIONS?
The Amateur Operator/Primary Station License class for which an examinee qualifies for is determined by the exams taken at a VE test session. The exams cover regulations, operating practices, and electronics theory. There is no exemption from the written exam requirements for persons with difficulty in reading, writing, or because of a handicap or disability. There are exam accommodations that can be afforded examinees. Most new amateur operators start at the Technician class and then advance one class at a time. FCC rules provide for examination element credit in some cases, licenses that were previously held so that examinations required for that license need not be repeated. The written examinations are constructed from question pools that are in public domain, see: www.ncvec.org. Helpful study guides and training courses are also widely available. To locate examination opportunities in your area, contact your local club, VE group, one of the 14 VECs or see the online listings on www.ncvec.org.
IS MORSE CODE AN FCC−LICENSE REQUIREMENT?
Beginning February 23, 2007, the FCC no longer requires passing a Morse code examination for any Amateur Radio license class.
SOCIAL SECURITY NUMBER
Under the Debt Collection Act of 1996 your Taxpayer ID Number (TIN), which is your Social Security Number, is required on this application

This form may not be used to apply for a new specific “Vanity” station call sign. Do not send or provide this form to the FCC - this form is for VE / VEC use only.
THE FCC APPLICATION FORM 605
