The California DMV Clean Air Vehicle program gives registered owners access to High Occupancy Vehicle (HOV) lanes without meeting the minimum passenger count. The $8 program fee covers both new sticker issuance and program replacements for stickers that are lost, stolen, or damaged.
Vehicles in the program receive one of two sticker types based on emission level. Zero-emission vehicles (ZEVs) get white stickers. Plug-in hybrids and enhanced AT-PZEV vehicles get green stickers. Check your vehicle's program eligibility on the California Air Resources Board (ARB) website. Refer to the ARB list before you apply.
The form guides you through sections A to F. Section A requires owner information. Section B specifies whether you need original stickers never before issued to the vehicle, a transfer to a new owner, a correction, or single replacement stickers. A police report is required when theft is the reason. Fill out all sections fully to avoid returns. Incomplete applications can have a significant effect on program processing time.
