Who Needs Form D?

Any exporter or manufacturer shipping goods between the 10 ASEAN member states may need Form D to claim reduced tariffs. Common users include manufacturers in electronics, textiles, and agricultural products, freight forwarders managing cross-border shipments, customs brokers filing import and export declarations, and trading companies sourcing goods across the region.

ASEAN Countries Where Form D Applies

Form D covers trade among all 10 ASEAN members: Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Vietnam. Each country has a designated issuing authority, typically a Ministry of Trade or customs department, that certifies and validates the certificate.

Rules of Origin Requirements

To qualify for preferential tariff rates, goods must meet one of the following rules of origin criteria: a Change in Tariff Classification at the 4-digit HS code level, or a Regional Value Content (RVC) of at least 40% from ASEAN sources. Goods produced entirely within ASEAN are automatically eligible.
