dealersutilizingselectedlienholderservices.
-Thelienholdermustworkdirectlywiththecontractedserviceprovider’sHelpDesktoresolveallELTdiscrepanciesanddata
transmissionissues.
-Thelienholdermustprotecttheconfidentialityoftheinformationanddatatowhichlienholderhasaccess.Atnotimewillthe lienholderfurnishtoanyperson,associationororganizationanyvehicleortitledatareceivedfromPennDOTwithout PennDOT’spriorwrittenconsent.
-ThelienholderhasnoproprietaryrightstotheinformationreceivedfromPennDOT.
-ThelienholderunderstandsthatPennDOTanditsemployeesshallnotbeliabletothelienholderforanydamage,costs,lost
productionoranyotherlossofanykindforfailureofPennDOT’sequipment,hardwareorsoftwareorforthelossof
consequentialdamagesthataretheresultofanyothertypeoffailure.
-Authorizationmaybeterminatedbyeitherpartyupongiving30dayswrittennoticetotheotherparty. Intheeventof termination,PennDOTisreleasedfromanyandallobligationstothelienholder.
Upon approval of this form, the applicant financial institution is authorized to begin utilizing the following ELT transactions:
a.Verify Lien
b.Reject Lien - Allows a lienholder to reject the lien establishment transaction, as sent by PennDOT, when the lienholder believestherecordwasestablishedinerror.
c.Reject Changed Vehicle Data - Allows the lienholder to reject the changed vehicle transaction, as sent by PennDOT, whenthelienholderhasnocorrespondingrecordontheirfile.
d.ChangeOwnerAddress - Thistransactionisusedbythelienholdertoupdatetheowner’saddressatanytimewhileits electroniclienisinplace.
e.Change OwnerAddress and Release Lien - This transaction is used by the lienholder to update the owner’s address andthenreleaseitselectroniclien,resultinginanunencumberedpapertitleissuedtotheowneratthenewaddress.

g.ReleaseLientoaDealer - Thistransactionisusedbythelienholdertoreleaseitselectroniclienwhenavehicleloanis paidoffbyavehicledealer,resultinginapapertitleissuedtothedealer.
h.ConvertELTtoPaperTitle - This transaction is used by the lienholder to convert an electronic title to a paper title with thelieninformationintact,resultinginapapertitleissuedtothelienholder.
i.Convert Existing Paper Title to ELT - This transaction is used by the lienholder to convert a paper title with lien to an electronictitlewithlien.
