The ATF Form 5300.11, also called the AFMER (Annual Firearms Manufacturing and Exportation Report), is a federally required annual compliance document administered by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). It applies to licensed firearms manufacturers holding Type 07 or Type 10 Federal Firearms Licenses (FFLs) under 18 U.S.C. Chapter 44.
The form collects detailed data about firearms produced and their disposition during the calendar year. Licensees must report the total number of firearms manufactured and those distributed into U.S. commerce or exported, broken down by firearm type: pistols, revolvers, rifles, shotguns and combination guns, machine guns, any other weapons, short-barreled rifles, short-barreled shotguns, silencers, and miscellaneous firearms.
Failure to file or filing false information on the AFMER can result in civil and criminal penalties under federal law, including possible revocation of the FFL. The ATF uses AFMER data for statistical reporting, law enforcement purposes, and monitoring manufacturing trends within the regulated firearms industry.
The form requires a certified signature under penalty of perjury from an authorized representative of the licensee, along with their title, date, and telephone number. Manufacturers who discontinued business during the calendar year must still file for the period they operated.
