Legal framework and liability

Under the CMR Convention, the carrier takes on liability for the goods from the moment of collection to delivery. The maximum liability is 8.33 Special Drawing Rights per kilogram of gross weight of the lost or damaged goods. Inaccurate or incomplete CMR forms can lead to customs delays, disputes over liability, or rejection of insurance claims. Even if other agreements exist between parties, the CMR Convention rules take precedence for international road freight.

Who needs the CMR form

Freight forwarders, logistics companies, exporters, and importers moving goods by road across European and CIS country borders all require the CMR form. Four original copies are produced: one for the sender, one for the carrier, one accompanies the goods to the destination, and one is kept as a transport record.
