Who Is Required to Use This Form. Active duty service members, their dependents, retirees, federal civilian employees, contractors, and Guard or Reserve personnel all require a completed manifest before boarding DoD-authorized transport. The form applies whether the transport is by aircraft, vessel, or ground vehicle. The designated troop commander or transportation representative signs and certifies the manifest, attesting that all passengers are eligible and that no unauthorized items are aboard.

Mission and Transport Information. The top section of the DD 2131 records the mission number or call sign identifying the specific transport operation. The type of aircraft or other transport mode is documented, along with the points of departure and arrival. All dates and times must be entered in ZULU format, also known as Coordinated Universal Time (UTC). This standardized time format is mandatory across all DoD transportation operations to eliminate scheduling errors that could arise from time zone differences.

Passenger Information Captured. For each individual listed on the manifest, the form requires the passenger's full legal name, military rank or civilian grade, Department of Defense identification number, and emergency contact details. The status category of each traveler is recorded using one of five classifications: active duty service member, dependent, retiree, civilian employee, or Guard and Reserve member. Manifest totals are tallied separately by category, giving transportation coordinators an accurate accounting of all personnel aboard.

Baggage and Weight Requirements. The manifest includes a complete breakdown of baggage for the passenger group. Checked baggage and carry-on items are tallied separately, with individual weight entries for each type. Individual passenger weights, baggage piece counts, and the combined total weight of all passengers and all baggage are recorded in the manifest totals section. Transportation coordinators use these figures to verify cargo weight limits and ensure safe load distribution.

Commander Certification. A legally required element of the DD Form 2131 is the certification block. Per DoD Regulation 4500.54E, the troop commander or designated representative must sign to certify that no unauthorized weapons or prohibited items are present among the passengers listed. This certification is a prerequisite for departure and can delay or cancel a transport mission if not completed correctly.
