The National Voter Registration Act of 1993, more commonly known as the Motor Voter Law, was enacted to increase voter participation by making it easier for citizens to register to vote. The law requires states to offer voter registration when citizens apply for or renew their driver's licenses or state identification cards. To help ensure that all eligible citizens have an opportunity to register, the NVRA also prohibits states from requiring proof of citizenship beyond the standard documentation required to obtain a driver's license or state ID card. Earlier this year, the Department of Justice released guidance on how states can comply with the NVRA's requirements for registering voters (see https://www.justice.gov/ Attorney-General/Press-Room/press-releases/ page/jgo-pr-060217).
