In the intricate landscape of tenant and landlord relationships, the RR1A form stands as a beacon of regulation and structure. Crafted under the auspices of the Rent Act 1977 and subsequently amended by the Housing Acts of 1980 and 1988, this form is a vital tool for the registration of a fair rent, particularly for statutory tenancies originating at the termination of a long tenancy as outlined in Part I of the Landlord and Tenant Act 1954. The meticulous design of the form facilitates communication between tenant, landlord, and the Rent Officer, requiring detailed information about the premises, the parties involved, and the financial specifics of the tenancy. From property details to the inclusion of services and furniture, and even to arrangements regarding council tax and any services provided under the tenancy, the RR1A form covers a comprehensive range of topics. It is a practical embodiment of the law's attempt to ensure fairness and transparency in the rental market, also providing space for the annotation of any improvements or defects associated with the property. Moreover, the form's procedural guidelines for submission, whether by email or post, underscore the importance of formalized communication channels in resolving or preventing disputes. As such, the RR1A form is more than just paperwork; it is a safeguard for both landlords and tenants, designed to encapsulate the complexities of their agreement in a government-recognized format.

If the application is being made jointly by landlord and tenant, both should sign. If this is a joint application, the rent officer may register the rent asked for at question 7 without further consultation. If he does so, there is no right of objection to a rent assessment committee. In an application by joint tenants or joint landlords, they should each sign, unless one signs as agent for the rest with their agreement.
In such a case, he should state that he is acting as agent.
