This section walks through FormsPal’s Wyoming vehicle bill of sale form step by step. The document can vary by county. Teton County, for example, offers its own bill of sale template on the county website that you can use instead for a vehicle sale.
When the certificate of title is already held by a bank or other lender at the time of delivery, Wyoming law requires the bill of sale to identify the vehicle’s color, year, make, model, and VIN.[1.3] It must also name the parties and the sale price.

Every owner of a vehicle that will be operated on a Wyoming highway must obtain registration, including after a transfer of ownership, so once you acquire the vehicle, register it at your county treasurer’s office. After a private sale, the deadline is 45 days when the transfer comes with a properly executed title, or 60 days when the vehicle is transferred under the statutory bill of sale in W.S. 31-2-104(h) or with a dealer temporary permit (W.S. 31-2-201(a)).[1.4] The seller endorses an assignment and warranty of title on the certificate for the vehicle and transfers it to the buyer.[2.1] Where the law requires an odometer disclosure for the transfer, the seller also gives the buyer a written statement of the vehicle’s mileage.[1.1]
To register the vehicle, the buyer typically brings several documents to the county offices: the county clerk handles the title and the county treasurer issues the registration. Most counties ask for the following:
Sometimes the buyer will also need to provide a financing statement, proof of VIN inspection, or a lien release.
Registration is renewed every year, not later than the last day of the annual registration month.[1.4] Registration fees combine a county fee based on the vehicle’s factory price and age and a state fee set by vehicle type and weight (W.S. 31-3-101), so check with your county treasurer’s office for the current amount.[1.5]
Application for Certificate of Title (Form MV-300A) is used to apply for a vehicle or boat title and inspect vehicle identification number/hull identification number.
Form MV-401 or Application for Assignment of Special Vehicle Identification Number is applied if the vehicle doesn’t have a VIN or if the VIN has been altered or defaced.
Form MV-147 is known as Wyoming Affidavit of Vehicle Ownership and designed to certify the ownership of a specific vehicle.

To sell a car in Wyoming, the owner endorses an assignment and warranty of title on the vehicle’s certificate of title and transfers it to the buyer.[2.1] In practice, the seller and buyer also fill out a bill of sale recording the price, the date, and a description of the vehicle. The buyer then takes the signed title and bill of sale to the county treasurer’s office to register the vehicle and apply for a new title.
Wyoming law requires a bill of sale for a vehicle transfer when the certificate of title is held by a bank or other financial institution at the time the vehicle is delivered. In that situation, the transferor gives the transferee a dealer’s invoice or a signed bill of sale in substantially the form the statute sets out.[2.2]
Outside that situation, Wyoming does not name a bill of sale as mandatory for every private sale, but a signed bill of sale still helps at registration and stands as proof of the sale if a question comes up later.
Wyoming sets a notarization requirement for the assignment and warranty of title endorsed on the certificate of title, once a certificate of title has been issued for the vehicle. That assignment must be signed and dated by the owner before a notarial officer and acknowledged as the law provides.[1.2] That requirement is tied to the certificate of title, not to a separate bill of sale form.
