The DD 714 meal card is an official military authorization document issued to enlisted service members entitled to receive meals at government dining facilities. The meal card certifies that the holder can access the mess hall without separate cash payment for each meal.
When assigned to barracks duty, a service member receives the meal card instead of Basic Allowance for Subsistence (BAS). The card specifies authorized meal periods (breakfast, lunch, dinner) and must be signed by the unit commander to validate meal entitlement for a set period.
The meal card must be presented at the dining facility each time the soldier eats. Units reissue the form whenever a service member's duty status changes, such as going on deployment, extended leave, or reassignment to a new installation.
