A bill of sale is required in New Hampshire when you buy a title-exempt vehicle from a previous owner who is not a dealer. You present it to the town or city clerk when you apply for a registration permit.[2.1] Exempt vehicles include trailers under 3,001 pounds, implements of husbandry and any motor vehicle of model year 1999 or older. The permit rule does not apply to an OHRV, snowmobile or moped.

The registration process in New Hampshire starts when you apply to the town or city clerk for a registration permit. The clerk will not issue it unless you present a government-issued photo ID and the papers for your kind of vehicle, listed below.
A bill of sale is not a title transfer. At delivery, the seller must also sign an assignment and warranty of title to the buyer on the certificate of title.[1]

A bill of sale does not replace the title. When an owner transfers a vehicle, the owner must sign an assignment and warranty of title to the buyer at delivery. The owner then mails or delivers the certificate and assignment to the buyer or the department.[1] For a title-exempt vehicle, the clerk accepts the previous owner's bill of sale, together with your photo ID, when you apply for a registration permit.[2.1]
