California Form 149, the Three Day Pass Exemption Form, gives companies in the trucking industry a temporary reprieve from California's Truck and Bus Regulation. It allows one noncompliant vehicle to bypass emission reduction obligations for three consecutive days each calendar year. Any business with diesel vehicles that do not yet meet emission standards may use this form once per vehicle per year.
To complete the form, you will need the company name, taxpayer ID, USDOT number, and a valid mailing address. Vehicle details required include the VIN, manufacturer, model year, and engine model year. Submit the completed form to the California Air Resources Board (ARB) agency at least three days before the vehicle enters the state.
Fleet operators from other states rely on this exemption when delivering goods into California or when affected by engine model year schedules under the regulations.
