Form TC-824 (Rev. 4/18), Insufficient Evidence of Ownership Bond (Surety Bond), is the Utah State Tax Commission bond used when an applicant for a Utah certificate of title cannot furnish a prior certificate of title or sufficient evidence of ownership of a motor vehicle. The principal and a surety are bound to the State of Utah and the Tax Commission to indemnify anyone who later establishes ownership of or an interest in the vehicle, in an amount double the vehicle's reasonable value. The bond describes the vehicle by year, make, model, body type and VIN, and stays in effect for seven years. It must be completed in its entirety, any power of attorney used must be attached, and photocopies are not accepted. The principal and surety sign, the bonding company's bond number is entered, and an Affidavit of Qualification for Surety Companies is notarized.
