To register a bought vehicle, the Arkansas DFA asks for a bill of sale with the VIN, date of sale, purchase amount, and signatures from both the seller and the buyer.[2] The list below breaks each item down.
The DFA’s motor vehicle forms page pairs the vehicle bill of sale with an odometer disclosure statement, so plan to complete both.[1] Under the federal odometer rule, the seller must disclose the mileage for a vehicle of model year 2011 or newer until it is 20 years old (49 CFR § 580.17). Vehicles of model year 2010 and older are exempt. The disclosure goes on Form 10-313 or in the odometer space on the title.[5]
Titling is tied to how a vehicle is used. Under Ark. Code Ann. § 27-14-703, the requirement applies once a vehicle is driven or moved upon a highway.[3]
Arkansas does not require a bill of sale to be notarized. The DFA’s list of what you need to register a bought vehicle does not include notarization.[2]

Write the seller’s and the buyer’s names in the agreement sentence. Then describe the vehicle:

Step 4: Enter the purchase date, price, and method
Enter the purchase date and the total price in U.S. dollars. Then tick how the buyer pays: all at once, with a trade-in, with a deposit, or as a gift. Also tick the payment type and whether taxes are included.
Step 5: Read the miscellaneous provisions
There is nothing to fill in here. Read the seller’s confirmation of ownership and no liens, the as-is clause, and the entire-agreement clause before you sign.
Step 6: Sign the form
The seller signs first, prints a name, and dates the line. The buyer does the same. The form also has a witness signature line if you want a witness to sign. Each side should keep a personal copy of the signed form.
Step 7: Add the acknowledgment if you want a notary
The last page has an acknowledgment block for a notary. If you choose to have the bill of sale notarized, sign in front of the notary. Then complete the county, date, and signer name lines in that block.
If you prefer the state's own form, the Arkansas Department of Finance and Administration publishes the Vehicle Bill of Sale/Odometer Disclosure Statement (Form 10-313). It may be reproduced as long as its format and language are not changed.[6]

The other papers you need can depend on how you bought the vehicle, for example from a private seller or from a dealer. Check the DFA’s registration documents before you go, and bring the signed bill of sale. You have 60 days from the date of purchase to register the vehicle, and you can do it at any State Revenue Office in Arkansas.[7] If someone else will handle the registration for you, many people use a motor vehicle power of attorney.
