The Navy Personnel Command released NAVPers 1300-21 on Dec. 8, 2017, which replaces the NavAdmin 134/17 and provides guidance for rating modernization within the Navy. This directive establishes a tiered rating system that reflects the sailor’s ability to perform jobs at sea and ashore. The new system assigns a Sailor performance tier (1, 2 or 3) based on their demonstrated capability and skillset as documented in their personnel records. This change will impact how ratings are bestowed upon sailors, with more Sailors receiving top level ratings and fewer receiving lower level ratings.
