Georgia Asbestos Disposal Manifest: Key Details

The Asbestos Disposal Manifest is a chain-of-custody document required for tracking asbestos-containing materials (ACM) from the removal site through transport to an approved disposal facility. It is required under Georgia Environmental Protection Division (EPD) regulations and federal NESHAP standards for any asbestos abatement project generating regulated quantities of waste material.

Who needs to complete this manifest?

Three parties must fill in and sign this manifest before asbestos waste leaves a job site:

• Asbestos abatement contractors performing the removal of ACM from buildings, structures, or pipe insulation
• Licensed waste haulers transporting the asbestos waste from the job site to an approved landfill
• Landfill operators at permitted disposal facilities receiving asbestos waste shipments

Key information captured on the manifest

The form is organized in three sections that each party completes in sequence:

• Project data: Project address, contractor name and license number, and project start and end dates
• Waste hauler details: Hauler name, vehicle registration, license number, and contact information
• Landfill information: Facility name, permit number, volume of asbestos material received in square feet or linear feet, container type, and labeling status

Georgia regulatory requirements

Georgia EPD rules require the manifest to accompany each asbestos waste shipment. The waste hauler signs at pickup and the landfill operator countersigns upon receipt. Both parties keep copies for a minimum of three years. Projects generating more than 260 linear feet or 160 square feet of friable ACM must also notify Georgia EPD before demolition or renovation.
