Who Needs CBP Form 178

Private charter flights, owner-flown aircraft, and overflight operations that land in the United States are all subject to this requirement. Commercial airline crews use separate documentation and are not required to file this form.

Key Information Required

The form captures four categories of data. Flight details include the U.S. airport of arrival, arrival and departure times in both Zulu (UTC) and local time, and any foreign stops made before entering U.S. airspace. Aircraft data includes the tail number, make, model, colors, and owner or lessee contact information. Pilot information covers the full legal name, date of birth, nationality, address, and pilot license number. The final section records all crew members and passengers with their full legal names, dates of birth, and nationalities.

Inspection and Compliance

A CBP officer reviews the completed form upon arrival and may conduct a compliance examination. The officer records their name, badge number, and inspection results in the sections at the bottom of the form. Pilots must retain a copy in their aircraft records.
