The SC DMV describes a few steps for a private vehicle sale in South Carolina. The seller signs the title over to the buyer, fills in the sale details on the back of the title, and tells the DMV about the sale.[1.3] A bill of sale must accompany the paperwork in one case, covered below.[1.2]
The SCDMV says the seller must sign the title over to the buyer, the buyer signs the title assignment as well, and these details go on the back of the title:[1.3]
The seller must also notify the DMV when the vehicle is sold, using a Notice of Vehicle Sold. The official forms list further down includes it.
A bill of sale is required in one situation. The DMV puts it this way:
If assignment on title does not have section for sales price, a bill of sale must accompany paperwork.
In plain words, look at the assignment area on the back of your title. If it has no line for the sales price, attach a bill of sale.
The DMV also covers a sale where the seller is considered the lienholder for the vehicle. In that case the title is mailed to the seller. Once the buyer pays the seller in full, the seller signs off on the lien and the buyer can get a clear title from a branch office.[1.1]

On page 2, section 4, fill in the purchase date and the total purchase price in U.S. dollars.

Step 7: Read the miscellaneous provisions
Section 5 has no blanks, so read it before you sign. In it the seller confirms owning the vehicle and says it has no liens. It also says the sale is "as is" and that the bill of sale is the only agreement between the two parties.
Step 8: Sign and date
In section 6, the seller, the buyer and a witness each sign, date and print their name on their own line. Collect all three signatures before anyone leaves.
Step 9: Use the acknowledgment if you want a notary
Page 4 is the acknowledgment for a notary. If you use it, you sign in front of the notary. The officer fills in the county, the date, their name and title and the name of the person who appears, then signs and seals it.
Buyers in a private sale usually take the paperwork to a DMV office to title and register the vehicle. State law gives the buyer 45 days from the purchase date to register a newly purchased vehicle.[3.1] The seller signs the title over to the buyer, and a bill of sale goes along with the paperwork when the title has no line for the sales price.[1.2]
