Amnesty International reaction to the nomination of EU counter-terrorism coordinator
On the day that the EU has nominated a new counter-terrorism coordinator, Amnesty International recalls that one vital ingredient is still missing from EU policies. In the six years since 9/11, the EU has yet to come to terms with the fact that how the fight against terrorism has been conducted has had serious human rights implications.
This was and remains shockingly evident in relation to the cases of extraordinary renditions that occurred in Europe, allowing kidnapping, torture, and disappearances in what amounted to a total breakdown of the rule of law.
In renewing its efforts to counter-terrorism, it is fundamental for the EU to finally come to proper closure on a matter which undermines the very essence of its values.
Unlike Canada, where there has been a full public apology and substantial compensation, in Europe victims, are still waiting for any type of acknowledgment or reparation.
EU-Ukraine Summit: Raise Human Rights Deficiencies
Torture, racism, and violence against women are key human rights problems in Ukraine which Amnesty International (AI) urges the EU to raise at today’s Summit.
“Along with energy and other “strategic” interests, we expect that the EU will not shy away from raising fundamental human rights issues that affect the lives of Ukrainians and foreigners and should play a key role in any deepening of relations between Ukraine and the EU,” said Dick Oosting, director of Amnesty International’s EU Office.
Despite recent positive measures, non-governmental organizations continue to receive allegations of torture at the hands of law enforcement officers, which are rarely investigated. AI is also troubled by the forced return of asylum seekers to countries where they are likely to face torture and ill-treatment, such as in the case of ten Uzbek asylum seekers last year.
The rise of extremist groups and racist attacks is another factor of concern that has been tragically highlighted by the murder of an Iraqi asylum seeker in June. Increasing violence against foreigners should be recognized and combatted with more determination by the government.
While Amnesty International recognizes that the Ukrainian authorities have approved measures to combat domestic violence, this problem remains widespread. The human rights organization recommends the creation of shelters for victims and a major national public awareness campaign to promote zero tolerance of violence against women.
“Acknowledging that gender inequality and domestic violence are also problems present in EU member states, we hope the EU can exchange experiences on best practices and offer assistance to the Ukrainian authorities, in a constructive spirit,” said Dick Oosting.
EU Force to Chad: Include Protection for Displaced Civilians
As EU Foreign Ministers discuss the possible deployment of an UN-mandated EU force to Chad to protect Sudanese refugees, Amnesty International urges that the Chadian victims of internal violence are not forgotten (click here to access the letter to the Portuguese presidency).
Around 170 thousand displaced people have sought refuge in the Eastern part of the country due to the violence and human rights abuse carried out by Janjaweed militia and rebel movements.
During a recent mission to Chad, Amnesty International found that displaced women and girls are in particular danger. Rape and violent assault are regularly carried out by members of militias, armed groups, and even government soldiers with complete impunity (click here to read the examples).
“Collecting firewood or water can be a life-threatening dilemma for these women and girls since their families cannot survive if they don’t venture out of the camps and villages to fetch the basics,” said Dick Oosting, director of Amnesty International’s EU Office.
“In light of the failure of the Chadian government to protect its citizens, it is vital that an EU or UN force has the mandate and the resources to protect these women and children as well as any other civilians at risk,” he added.
An international force to Chad that has to ignore Chadian victims would grossly neglect that country’s protection needs and send an unacceptable signal to the local population that only some deserve protection.
